The IPL 2023 will see two new rules to be used for the first time in the competition’s history: first, the Impact Player rule, and another is that teams will be allowed to name their playing XI after the toss.
These two rules are now interlinked and the teams can use their Impact Player according to whether they are batting first or bowling first.
What is the Impact Player rule in IPL 2023?

The Impact Player allows the team to substitute a player with another who can come in at any stage of the game and play full role – to bat and bowl his quota of 4 overs – like any other regular player. The Impact Player can only be an Indian unless there are fewer than 4 overseas players in a team’s starting XI.
For the second rule change in IPL 2023, you might see captains coming out to toss with two different team sheets, one for bowling first and one for batting first.
Currently, the captains exchange team sheets before the toss, but now they will do it after the toss and handover the sheet based on the toss result.
As for the Impact Player, a team batting first can substitute a dismissed batter with an all-rounder to extend the batting and add a bowling option, or simply a bowler to add a bowler in the second innings of the match.
The side bowling first can replace a bowler with no real ability to bat with a batter in the second innings. This rule is very beneficial for teams who have new-ball and death specialist as a new-ball specialist can be replaced after he’d bowled, say, 2 or 3 overs in the powerplay, with a death-overs specialist, who will also be allowed to bowl his full 4 overs.

Mike Hesson speaks on the Impact Player rule and how RCB might use it in IPL 2023:
RCB head coach Mike Hesson has opined that all-rounders will be significantly involved in this Player Impact Rule. Especially if a team gets to a rocky start and lose early wickets batting first, then an all-rounder can be introduced as Impact Player replacing a dismissed batsman to lengthen th batting while also adding an extraa bowling option.
“I think we heard about the Impact Player before the auction, so obviously we looked at it and thought about how can we maximise it. Potential for the all-rounder to play a big part. So actually there is some strategy involved in it,” Mike Hesson said in a video posted on Royal Challengers Bangalore’s Twitter handle.
“I quite like it… I actually thought it brought a little intrigue. You could introduce the player anytime. So whether the batter is being dismissed or not… It was a nice development.”
“It’s a substitute rule. So you name at the toss whether you have a batting eleven which will obviously be stronger. And if you bat first you will swap out a batter and bring in an extra bowler so vice versa and the other way around. So after the toss, you give them your batting 11 and bowling 11. So it’s not an impact rule now it’s a substitute rule.”
